This project examines when and why armed groups adopt new technologies and strategies. Armed groups operate in changing political, social, and security environments that may create incentives to innovate or adapt their behavior. Yet, they vary considerably in whether, when, and how they respond to these changes. The project seeks to identify the conditions that shape the adoption of new technologies and strategic practices among armed groups and to understand why some groups adapt more readily than others. As part of the project, the research team will develop and analyze data on armed group characteristics, technological adoption, and strategic change.
